In the year 2029, the city of Niihama has become a technologically advanced metropolis. Due to great improvements in cybernetics, its citizens are able to replace their limbs with robotic parts. The world is more interconnected than ever, and the city’s Public Safety Section 9 is responsible for dealing with corruption, terrorism, and other dangerous threats following this shift toward globalization. Section 9’s strong-willed Major Motoko Kusanagi leads a case involving a mysterious hacker known only as the “Puppet Master”, who leaves behind traces of his victims by draining their memories. Like many people in this futuristic world, the Puppet Master’s body is almost entirely robotic, which gives him incredible strength. As Motoko and her subordinates follow the trail of the mysterious criminal, other parties, including Section 6, become involved, forcing her to confront the extremely complex nature of the case. Reflecting on various philosophical questions such as the meaning of her own life, Motoko soon learns that the one who will provide the answers is none other than the Puppet Master himself.
